The Green Dots are your reputation. If you Check your User Control Panel you can see where people have increased or decreased your reputation by using the icon next to a post. you can do this to other people, etiquette is, that if you use this function that you leave a comment, and that its from you. Green is good, red is bad... silver is neutral (You can't leave neutrals, but if you get positive rep from someon with negative rep, you'll get zero.)
Also... there is a number of points behind reputation... if you get positive rep, you'll get more points based on the number of points from the giver.... stx pointed out that you already had 5 green things... these days, if you're new... and one of the really rep laden users gives you positive rep, it can give you 2 or 3 new dots... the reputation is getting a little more powerful than the recording device.
After all that crap.. I can tell you that you can turn off this function if you think its sophomoric... which... it kind of is... but its also a good way for the mods to find the trouble makers.
Also- DOn't ding someone for disagreeing... if they are being at least logical...
