The answer is clearly WTF... it's entirely situation dependent...

If I want vodka, it should be shaken...

If I want gin, it should clearly be stirred...

In either case, waving the vermouth bottle over the drink, or... maybe swirling some in the glass and then dumping it out is quite sufficient.
