I thought that was something that was supposedely in the works a while back - a "news" forum, and a "speculation & discussion" forum?
Personally, I think this thread would be just fine in the recruiting forum. I think the organization and subdivision of this site is almost reaching the point where related information is becoming scattered. The reason for the guidelines in the recruiting forums (I thought) was to:
A.) Keep Joe Messageboard from constantly chiming in with "gut feelings" and other garbage posts
B.) Make it so that when a new post appears on a recruit's thread, everyone who sees that knows that there is news - not just somebody saying, "Come on down!" or something like that.
I think posts like this - a good and relevant topic have a place on the recruiting board and should be considered just as welcome as any of the other posts there.
Personally, I think a post like this is better than some of the "news" that gets posted there. I don't mean to disparage the people who put tons of time into digging stuff up, but I think it's kinda crazy to see posts that say "Joe Recruit is in the Rivals top 100" - and nothing more, while a post like this one discussing much larger topics in recruiting seem to be discouraged a bit.
As for your actual topic - that is a very interesting cicumstance. I wonder if it is an anomoly or if it is the start or continuation of a trend. I wonder how much pressure coaches are putting on QBs to sort of "quarterback the recruting class" - to get on board early and then start rallying other interested prospects to join them. We all saw what kind of effect Zwick had on the OSU 2002 class and Sanchez had on last year's USC class.
