First response was to talk to your HR rep... now that you know the rules (use it or lose it) that prob. isn't needed.
Notice, Depends on the job (in my world if you give notice, you're fired on the spot... so folks don't bother giving notice... in my wife's world one month notice is considered too short and the relationship with your boss will prob. suffer if you don't give a month or two notice).
If you think you have a good shot at the consulting gig, I'd forget about the vacation and focus on the consulting gig (if your boss is a real jerk about the situation, then go on vacation the last two weeks and screw him)...
