I agree with that on principle, but from a rules perspective, the reason to do this on the jet sweep is because the WR coming across the QBs face is moving 20mph, doing it this way means if you fuck it up or a DT blows it up, it's just an incomplete pass.

Think some of it was trying to keep both of them here and forestall Burrow's transfer.
Coming out of Spring, Coaches had to feel confident they could win trophies with both of them... and you never know what happens w/ injuries.

add in 6/7 for 94 yards and 3 rushes for 24 yards last year and his career to date vs tsun is;

26/38 (68.4%)
490 yards passing (12.89 ypa)
6 TD's/0 INT
10 carries for 58 yards

548 total yards of offense and 6 TD's in 6 quarters
