If a player is forced out the door, I think he should be eligible right away elsewhere. Of course, there are complications there, but none more so than telling a kid to leave (especially under false pretenses like medical redshirts).

I still think a year off should remain for true transfers. I despise the grad transfer tomfoolery, and feel if it must persist that they should retain the year off penalty but give them an extra year of eligibility. If they are truly there for a grad degree and the school is really helping them pursue it, then the player can spend 1 of his 2 years without helping the new team play football.

You call it bailing, I call it electing to transfer for reasons individual to the athlete.

Not saying you're wrong, not at all. Just different perspectives on the issue. But my emotions and thinking come down squarely on the side of the athlete above the interests of both coaches and fans. Others disagree, and that's fine.

While I'd like to see less restrictions on movement -- and particularly think that Universities/Coaches should have no veto ability on transfer destinations -- I'd be loathe to see full free agency.
That's mostly for selfish reasons, but I can rationalize it a bit too... transfer credits just wouldn't support all-out FA.
There are financial restrictions on coaches moving. McElwain had to pay over $1mil of his own money to get out of his contract with CSU. Though perhaps in a perfect system there would be more restrictions on coaches moving... requiring a minimum of 4yr commitment or sit out a year (just like students). But that also just furthers the interest of Universities since they'd be able to fire a bad coach at any point while guaranteed to retain a good one for at least 4.

Solution to this is simpler than may seem.
Allow schools to oversign at their leisure. Do whatever they want. Everyone signed is guaranteed 4yr scholarship, with school option for a 5th.
Then by... let's say June 1 (after Spring Camp and before Fall Camp), Universities must declare an 85 man roster on scholarship (ie: doesn't include walk-ons). Any signee not on that 85man roster is "waived", and any other University can offer them to join (provided they will remain at/under 85)... if nobody picks them up or the student-athlete declines all offers, the original University is still on the hook for that 4yr scholarship. They lose that year of eligibility, they cannot practice with the team or anything else. If they do transfer, the new University is on the hook for the remainder of the 4yr scholarship, and of course have the option for the 5th.
