Well, if they have been warned once already. Then It's time to call the Health Department.
That official acknowledgement is your best way to make an impact.
People will respond to government agencies better than individuals most times.
You must keep your distance and cool!

Unfortunately, people don't always listen to the Health Department. If the trash is that bad outside, how are the living conditions inside?

They have kids. If the living conditions are poor and really unclean, get the local Child Protective Service agency involved. That usually does the trick with a dirty home.

I wish, I doubt you have ever had the opportunity to see how this stuff works, but the rats eat it in place, crumbs everywhere. I wish it was something else, but all the stray cats in the neighborhood are still alive and not doing a very good job....

First, I would confront them- tactfully, and ask them to clean it up. If that didn't work, I would call every relevant govt. agency I can think of, including the cops, and make them clean it up. That's fucking disgusting, and completely out of line. They are screwing up the neighborhood and putting you, and others, in danger (bites, rabies, further infestation, etc...).

Over the weekend they stopped taking the chunks from under the deck, I put out 16 chunks on Sat, 12 under the deck, and four under the shed. The four under the shed were gone the next morning, the other 12 are still there. I put 6 more under the shed, that because of the shed's location seems like I am working them out of my yard, which is good, but then totally useless if the neighbors aren't poisoning too.

I am not too good at being tactful in these situations, unfortunately. When this occurred before my wife and another neighbor lady went over to ask if they could put poison in the Somali's backyard and they got called "racist" so I figure the anonymous contact of the health dpt works (really only semi-anonymous because they want your email). If it works like every other web based contact I have had with the city, it will either be ignored, or take forever. It took two months to change a freaking lightbulb a few years back.

seriously, from 07?

to the best of my knowledge the somali's are not piling trash in thier back yard anymore. I haven't put out any poison in years. Cats still kicking (unfortunately) makes it a much tougher shot.
