I'm fine with flasher if on the side of the road, or accident or something of the like. But you shouldn't drive with your hazards on.

One time a number of years ago, after sitting through two or three signal cycles with the timid idiot in front of me refusing to pull into the intersection, I actually got out of my car, walked up to their car, knocked on the window and told the driver in front of me "You know, it is perfectly safe and legal to enter an intersection on a green light then turn left once the light turns yellow/red and the oncoming traffic stops". Timid idiot heeded my advice the next cycle.
Same exact thing happened to me. There's some poorly designed busy streets here in Phoenix with no left turn arrows for green lights. I was behind this car that just couldn't or wouldn't make that left and I was sitting there for like 3 lights. I finally got out of my car to see if the person was still alive. It was this young woman who had just learned to drive and she was balling her eyes out because she was scared and didn't know what to do. At first she wanted me to make the turn for her but i coached her into how to pull into the middle of the intersection. She finally made it next light.
