Actually, it's probably because the states that tend Blue are states which have large cities (ie New York, Chicago, Boston, Philly) and the problems that go along with them - traffic congestion, homelessness, etc.. Indeed, isn't it really just these cities which turn their states blue, afterall?

It actually makes perfect sense, if you think about it. The reasons these cities tend to favor social programing is because the people who live and work in these cities have a daily reminder of the need for Medicaid, shelters, etc.. because that's what they're surrounded by 24/7. Conversely, your Red states tend to be less congested - people look at social programming more as a waste of money because they don't see it every day quite the same as they do in the bigger cities. Less people, less hassle, happier living.

What would you expect to find in states where unemployment and under employment have been running in double figures for some time now? This has been a rough two decades for the former industrial heart of the nation.

Compare that to other cold states on the list where there is lots of traffic, lots of people, lots of crime and pollution.
