Actually, hanging up on a telemarketer would parallel simply throwing out the junk mail with no further action. In each of those instances a person encounters the solicitation and removes it immediately, with no further effort(s) to cause additional expense or other form of intended detriment to the company.

If by some horrible luck I answer the phone when a telemarketer calls, I wait while they ask for me, then say, "Sure, hang on just a second, and I'll get him for you."

I then set the phone down and walk away. Eventually I come back to hang up the phone. If I forget, it beeps really loud to remind me.
