Once the limit for a conference has been reached. That conference will be removed from the draft.

Yes. The Big Ten needs the six to keep the average human vs. human games reasonably close. Because they rotate two teams off of their schedule each year, they will play between 3-5 human vs. human conference games. The Pac Ten plays every team in the conference every year, so they will play 4 human vs. human games every year. Average human conference games will be 4 for everyone. Michigan State will always play two of their 8 conference games against CPU controlled Michigan and Penn State.
