Most of the online features are free with the game. There are only a couple, mostly useless, online features that you have to pay extra for.

Go here and login using your PSN id. You can do a lot of shit from the website, without having to fire up your PS3.

It's completely free, I wouldn't pay for something like that. Just hit the recruiting tab and then you'll have the option to recruit, scout, or set visit topics. I almost exclusively recruit online via my iPhone or iPad.
