Michael would have lost all credibility as a Don (IMO) if he allowed Carlo to live after such transgressions.

No they killed Paulie for the exact same thing. Paulie was part of a conspiracy where he feigned sick so he wouldn't be there when Sollozzo's guys tried to kill the Don. Carlo was conspiring with the Barzini family in an attempt to bring down the Corleones by giving them an opportunity to kill Sonny. If it weren't for Connie, I'd bet that Carlo would have been made an example of (of course, if it weren't for Connie, he wouldn't have been in the same position). Beating his sister was part of it, but definitely not the whole story.

It's a recurring theme. Carlo and Fredo were both kept of the decision-making parts of the family for their deficiencies. Not blood related for Carlo, being too dumb for Fredo. Both get killed. That's it.
