If they outlawed handlebars, people would stop flying over them. That's the root of this problem and that's what I support...

While I was still riding I always used a high end helmet. I never had a major get-off but a high end helmet fits better, looks better and is usually lighter and more comfortable making it just easier to live with. My brother-in-law recently had a major accident and because he didn't fasten his helmet he suffered a broken nose, broken cheeks and brain damage and broke one arm in 3 places and smashed the other shoulder. He's doing better but he was lucky to have landed in dirt and not hit a car or pavement. You have the freedom to kill yourself if you like. But. If you are dumb enough not to use a helmet (properly)you deserve what happens to you.

Since when did rear brakes cause cyclists to flip over handlebars?

From the description he went into a fishtail skid which caused him to fall over the handlebars. Fishtails are usually from too much rear brake. Too many motorcyclist friends.
