Litter analysis shows drivers' trashy habits

Motorists in Ohio are littering by the tons, including nearly 1 million urine-filled bottles, the most comprehensive study of a year's worth of roadside trash shows.

Estimates indicate that nearly 11,772 tons of trash are dumped annually, and taxpayers spend $2.3 million per year picking it up. The Ohio Department of Natural Resources is now analyzing its $100,000 study to determine how to stop the litterbugs.

"Now that we know what's out there, we know how to educate folks, and make them more aware of what they're doing," ODNR Division of Recycling and Litter Prevention spokeswoman Kelly Armfelt said.

More state-sponsored highway rest stops and a statewide container deposit law could help reduce the burden, some suggest.

An unsettling find revealed an estimated 972,372 bottles of urine were dumped, most heavily on rural interstates and U.S. routes. The study's authors also counted 23 bags of feces on the road.

Ten years ago, the Ohio Department of Transportation operated 149 rest stop areas. Today, because of cost-cutting moves, the state maintains 118.

"There'd be no way of knowing if the results of the study are due to limited rest stop access, but it stands to reason that in this mobile society if there aren't opportunities, you're forced to improvise," said Todd Spencer, vice president of the Missouri-based Owner-Operator Independent Drivers Association, a national trucker's lobbying group.

"Ohio is consistently named a state with a severe shortage" of rest stops, Spencer said.

Making people aware of the impact of tossing trash out of the car window will take time, another expert said.

"People are terrible creatures of habit," said Jim Swaney, an environmental economist and economics chair at Wright State University. "Education is slow, but it can have a positive effect on people's behavior."

Swaney said a statewide bottle-deposit law could reduce the trash volume.

"That really helps cut down the trash. There's still, of course, other stuff that is harmful, but the bottle bill would be a really good step for the state to take," Swaney said. "Other states have it, and it makes a big difference."

The Ohio Department of Transportation estimates it takes 39 hours to collect the trash from one mile of roadway.

Ohio hired consulting firm Davey Resource Group to analyze the junk. Davey picked 56 locations in 31 counties, and collected all trash from one side of the road along a 1,500-foot stretch. The study showed that beverage containers, fast-food wrappers, and cigarette butts are more than 35 percent of the state's litter.

"Litter isn't just cigarette butts and fast-food wrappers," Armfelt said. "It doesn't matter how small. It's still litter, and 100 percent preventable."

ODNR plans another study in three or four years for comparison purposes.
