1) Illinois had their offensive personnel ready to run on the field
(pretending to go for it), so OSU was ready with their D. At the last second, literally, Illinois switched. OSU ran out Hartline and Small as two D players ran off the field. For a few seconds there were too many men on the field and Illinois was set.
2)Tressel literally had a split second to make his decision. In hindsight he should have risked it, or let them punt without our returners on the field. But no one can expect to make the right call in those circumstances.

I have always found that odd, but I won't complain about our special teams. They are cut above most.

Two (I think linemen) had the sprint off the field as Hartline/Small ran out to return. The were perhaps a little late in realizing it was the punt team.
This is speculation but I think Tressel was calling the timeout as the players were switching but the official didn't really accept his call until they had switched.
I don't know how they showed it on TV-sometimes you see things at the game that you don't see on TV and vice-versa. (assuming you werent' there).
