He gets a "line number", which is where he stands amongst other selectees (based upon his time in his current rank and his total time in service). Then the Air Force will promote folks on the list, from line number 1 on down, as vacancies open up (the military promotes to fill vacancies created by other promotions, separating or retiring from the service, deaths, etc.).
