Back on topic.
The Indian tribe is a very small and poor one.
They don't want a casino, so this was their option.
After they pay off the building loan, all money will go to tribal members.
That's good.

The bad part is the development of the area near the canyon. Developers are already buying property with an eye to construction of hotels and
supporting businesses.
Bad!

So. WTF would you have them do?
