This really shouldn't surprise anyone, or send them into a panic. Almost every rivalry game is close for the first half, regardless of the teams. Now, if it's tied to start the 4th quarter, I'll start wondering, but rivalry games between greater and lesser teams are usually decided in the 3rd quarter...and Texas starts with the football.
