I think he's implying they did one of those detective movie "ingenious traps".
Where you suspect a mole, so you leak different info to different people and see which version shows up.
But that doesn't work in reality because those same people often talk to each other, or you get the "telephone game" effect.

As somebody from the outside, it all seems like much ado about nothing.
