I've tried to give Joe the benefit of the doubt but I'm never comfortable with it. At the end of the day Joe blew the most important decision he was ever faced with at PSU and no matter how much people try to justify his actions or lack thereof - Joe let everybody down. More kids were harmed by Joes inaction and for that - I can never forgive Joe.

My thought is that it would be fitting if the charities that benefit are predominantly ones that serve abused children. But I don't see a problem in any event.

Spontaneous public memorials like this have been done before: Princess Diana, John Lennon, for example, but none of them ever looked like such a filthy mess. This looks like a garbage dump, which, on reflection, seems appropriate for PedState.
