I could never pick just one drummer that I would anoint 'the best' - because it changes all the time and because a drummer that's great at prog, or jazz, or rock might not be great at other styles of music.
Having said that, I got to meet Neil Peart in 1979 in Little Rock in a completely random encounter. He's certainly in the discussion for 'the best'.
The discussion I find more interesting though, is getting a list of folks under-rated musicians.
As far as drummers go, I'd toss out the name Mick Fleetwood. He is a tasteful drummer. He knows when, and just as importantly, when not to play.

It was 1979, really before anyone much had heard of them. Me and my buddy were huge Rush fans, but they hadn't really hit it big yet - they were still sort of a cult band at the time, at least down here.
This has me wanting to dig out my copy of Farewell To Kings...

Another bump after seeing this for the first time. Love Portnoy, not just for what he plays, but because of the notes he does not play. Very melodic for a prog/metal drummer. DT isn't the same without him.

Umm, no, he may indeed be the best one armed drummer in the world, and it is impressive. Be that as it may, Usain Bolt has nothing to fear from Oscar Pistorious*
