I seriously doubt it. I work in aviation planning and engineering - and have 20 years of flying (mil & civil). This concept is well within the RSA (runway safety area) of and other safety confines the airport. There’s so many liability issues it’s crazy, would be a disaster on an IFR approach down to mins.

I’m all for the rules and regulations, but I think we’ve all seen that we live in a new world order where things can change on a whim.
