I think the contract might be salary cap fine print related. The below was for Hodge, but would seem to apply to Hollywood as well:

with the Top 51 rule, for every player you add, you also must subtract one from the bottom (valued at $780,000). Therefore, the move is a reduction of $1.35 million in cap space

There seems to be and advantage to low, but not bargain basement contracts.

This has always been the case, assuming (safely) you have vet minimums in your top 51. Trotter reported it as fully guaranteed... I mean, if they had signed him for 780K (or anyone you do sign for that) its basically no cap hit because you just replace (or don't, depending how you look at it) another vet min deal.

Wonder if it's part of moving way up the first round... for a premier DE or LB

I think it will be best DL regardless of position. And if that happens to not be an edge... Edge will be soon. But I am guessing they like enough of the DE's to have not spent the $.
