Clarity did get some access to healthcare the past few years, so this will likely broaden that availability. I think the greatest impact will be for those who are where Clarity was in the years before that - knowing something is wrong, but not being able to determine cause or diagnosis, leading to extreme frustration and barriers to care. I spent four or five hours tearing my hair out a few years back trying to see if we could arrange medical transportation during a time when car travel was particularly difficult - they wouldn't let us pay for transport without a diagnosis, and he couldn't get a diagnosis without getting to a doctor - and can't even imagine what it's like to deal with that frustration on a daily basis. Hellishly stupid, and there are lots of people still stuck in that uncertainty.
My understanding is that this legislation will be helpful mainly by allowing the assumption that miscellaneous symptoms are related to the water contamination, making benefits available without having to prove a connection in individual case (hugely difficult), or preventing exclusion from benefits because water contact was made after the contamination was known, but before the military was required to take action (this was the case for Clarity).

Considering the lethalness of shit like benzene at relatively low concentrations, I don't think its over-dramatizing the situation to say we - those of us that value BP - should count ourselves lucky that Clarity has been with us and in a manner that allows him to run this world (though he's always been able to dress sharply, picture below).

Obviously I'm very happy about this on a number of levels. I really do hope it helps people get care they need, and helps others avoid the years of floundering that many went through. I also hope that this first small step doesn't mean that the government can feel like they've done enough and can move on -- but I know there are some very determined people out there who don't intend to let that happen.
All that aside, thanks to all for the interest, elation, and kind words. This bill won't really change things for me, but it would have been a lifeline some years ago when I was still in Florida, and I really am just giddy that there are people out there going through that who will experience answers and true relief as the result of this step.
