In NYC they now have 311. It was originally created as a non-emergency help line because so many people here were calling 911 because they missed the bus or their washer was broke. The poor people really just didn't understand the point of 911-- they weren't crazy or anything. Very sad.

FWIW...Its believed that this call was not to 911, but to the OCSD non-emergency line. But the point still stands.
