Correct me if I am wrong, if there are enough teams (which there are), you can have 2 teams in the same region as long as they are in opposite halves. Since 1 and 2 are on opposite sides, it can happen. Unless there is some rule that the top 4 are placed in regions and then the next 4 (or in this case, the next 3).
