The clock was at 2 when they were moving the chains, so by rule they couldn’t spike it after that.

Then they definitely should've reviewed it. There were several plays that I thought could've been reviewed: a few of NIU's 4th and short conversions, and there was a play that I can't recall off the top of my head where Coastal got the snap off quick but I thought it could've been reviewed.

The clock was at 2 when they were moving the chains, so by rule they couldn’t spike it after that.

But the game clock should have stopped on the 1st down conversion and not run until the refs ready for play whistle inside the final five minutes, unless that rule was recently changed. With two seconds you can’t spike it, but you can run a play.
