Folks....college went to a 40 second play-clock, emulating the NFL. When a player goes out of bounds, the clock does stop until the ball is spotted. But the 40 second play-clock immediately begins when the previous play is whistled dead.

So Kirk is wrong...by staying in bounds, you utilize the time it takes for the ref to spot the ball. Which is about 10 seconds. He should know this....
