I guess it's a combination of the Olympics distinguishing themselves from the World Cup (or else it would be pretty much the same teams) and also the fact that a lot of the older star players have club team commitments as their seasons get underway around the same time as the Olympics. The club teams (Manchester United, Arsenal, Barcelona, etc) put a lot of money into these players being on the field for them and they won't generally release their players to play for their country.
