Customers can qualify for a credit card if they have had a checking account at the bank for at least three months. They are required to leave a deposit and pay a relatively high interest rate, according to the paper.

read between the lines all. its a frickin secured card. you give the bank $500 and they give you a $500 credit line. in time as you build your credit, which seems fairly impossible since you don't exist, you "might" get a full or partial refund and a regular card. maybe even have your interest rate reduced.

banks have been offering these things for years. from what i can tell, a pulse and a check is the only real stipulations to obtaining one. and i believe the pulse bit is subject to negotiation...
