No idea how the detailed process actually works. But I would think the NCAA would want this out there now both in fairness to players and to increase the distance from the start of the season. Who wants to listen to this during every pregame and halftime broadcast?
On the other hand - I don't want anything overturned down the road. So bring on the lawyers and check every comma.

I'm sure the NCAA wants this out a soon as possible but it has to go through the billable hours process As we are in new territory due to unprecedented scope and scale of cheating that means beaucoup bonus billable hours.

I want their name, image, likeness and fucking souls to be drug through mud in front of of the rest of the world to see and hear how their cheating impacted three fucking seasons.
