Here's a thought -

I am a new president taking over a once proud University. Do I want to continue to squabble with the NCAA on a "he said/she said" basis that continues to make UM look shabby?

Or do I want to open the books and push the football program onto it's own sword over an issue with which I have no connection.

He would piss off a lot of people, but is it time to decide if they are an academic or athletic institution?

I would do it immediately. Get rid of all the bad actors as soon as possible before they have a chance to undermine my authority. Unleash a real blood-bath. Then I'd let everyone left know if they are still employed it means they are not part of the purge and I am depending on them to help right the ship.
