Technically speaking - a negotiated resolution is in play literally up until the hearing.
However - in this case - their chance to mitigate sanctions by agreeing to a settlement has been slight-to-zero since early November.
One party agreed to a settlement without their coconspirators knowing. That sunk the whole lot of them.

why? they didn't go there for anything but the bag, which they'll still get.I could understand 3* and low 4* kids (since there is like 800 4* now) signing up for scUM still it's maybe worth the risk to them. I’d argue they can get both in other places.They are still going to get paid. They care about getting paid, and they don't care about winning the B1G, going to the Rose Bowl, and scoring a touchdown for old State U. It's more the non NIL kids.
If Moore has to be fired, they get an immediate window. scUM will probably just indefinitely suspend him to delay that. They also get a window once penalties are handed down, but appeals probably delay that too.
And I imagine the NCAA got another witness out of this settlement, so their lone wolf defense is in tatters.
