Here's what I've found wherever I've worked: A Zero Tolerance policy only applies when you want to get rid of someone for some other reason, but that reason isn't as solid and unassailable.

So, suddenly, you proritize your moral imperative, and refuse to tolerate the behavior - behavior which is (conveniently) clearly outlined in University policy as zero-tolerance.
