In person scouting has been prohibited by the NCAA since 1994 as a cost savings measure. Teams exchange game film instead. And presumably to catch it, you would do something like signal your actual play out of the same formation, but call a different play a couple of times (or even signal the play i.e. a 2 TE set run play and them come out 5 wide) and if the defense were oddly misaligned that would be a pretty good indicator that something might be going on.Explain the infraction to me as if I was a child.
You can't send scouts to future opponents games and record the hand motions or call alignment of opposing teams? Or its fine to steal the signs, you can't radio into your players what they might be?
How would you even catch this?
