To kind of put the legalese in perspective, when it comes to CCW, there are "may issue" States and "shall issue" States. It pretty much means exactly what it looks like it means. In the "shall issue" States, the State MUST issue the CCW if the citizen meets the criteria.

"Shall not be infringed" trumps all that.

But this isn't even about that. Harbaugh is responsible, and he also knew.

I think they are both looking at the signaler and the DC guesses "Pass?" And then Stallyns tells him "... it's gonna be an RPO." Then Maryland runs an RPO.
And this is the first quarter. The DC's best guess is "Pass???" And WyldStyle is already trading a full fucking play call of his shit - something maybe like "strong side off tackle sweep RPO."

Does Minter do anything with the news Stallions gave him? He doesn't seem to relay that to the D. Unless he had the correct play called already.
