I think Harbrau knows how thin they are at QB and is terrified that if he names either guy the starter, the other will immediately hit the portal and he'll be stuck with a walk on as his QB2. One potential benefit to this is that the team will have two fully installed and tested offenses designed for both QBs. If that can be done well then why not use both offenses during the rest of the season...that would be hell for other teams to prepare for, and it would keep both QBs fully engaged.

In what world or in the history of football is trying to run 2 different offenses in season a "benefit"? I'm sure no confusion or dysfunction could possibly come from that.
