You have to have possession on the ground. There's no magic two-feet rule like the NFL.

Your right you can have 1 foot on the ground and call timeout if your not falling out of bounds.

That is what I meant you can't be falling out of bounds I seen that timeout not granted tons the last couple years since the rule was changed.
