I mean, the actual block doesn't count. It's just how they always rule forward kicks.

Yea it's a dumb rule. Should only matter if they actually possessed the ball and then fumbled it

so if the punt isn’t blocked but ND touches it .. its a live back.. moment the receiving team touches it .. it becomes a live ball.. its not that odd.. tipped just means you can kill the kicker

It's not a dumb rule. Once the ball passes the line of scrimmage a punt is a punt. If you muff it, it's a live ball.
