These Targeting calls where the ball carrier is lowering his helmet AND crouching to brace for the contact are ridiculous. I get protecting players, and when utilized properly, Targeting isn't a bad rule to have in the game. But I don't agree with that Penn State player getting ejected.

That I will agree with. Nick Bosa's collegiate career was ended on an awful no call (even though I don't think those were B1G refs).
It's only called when it's convenient.
