The BIG probably has a better chance of getting 2 teams in than the PAC getting 1.

Nah - if they're 13-0 with a PAC-12 championship, I'm pretty sure they'll get in since only possible way for the B1G to get 2 is in for Nebraska to stay undefeated and the winner of scUM/Ohio State to be undefeated in the B1G title game AND for it to be an epic B1G Title game that leaves no doubt both teams are deserving. I don't see that happening.

They still have USC (dumpster fire that they are they are by far the most talented team in the PAC): and the Apple Cup in Wazzou--don't see them going undefeated. And, if they do and WVA goes undefeated I think the nod goes to the Big 8 (amazingly enough)--but not if it's baylor.
