Not sure if that is the situation anymore. With all the commits that we have had recently, I don't think that there are any more spots being held for a single recruit other than one for Marcus Hall.

Ohio State already has as great a presence in South Florida as any school outside of the Big Three. The Buckeyes could sign 20 kids from South Florida in every class ... the problem is getting the right kids to come north, while at the same time not ignoring the "base" (Ohio, Western Pennsylvania, and now Michigan), and keeping a few spots open for "national" recruits.
