I have played against Evans and spoke with others who have played against him and nobody even remembers who he is. MU's best player was at RB, then at WR. I wasn't impressed and Belton is much tougher to go against. Belton is a good player but #3 is way too high. To be honest, I think some could argue that he may not be a top 10 player in the state.
I have personally talked to several scouts and coaching staffs that would disagree with you. How tough a QB is to "go against" is not really a good measure of how succesful they will be in college. Evans is clearly the better athlete and I (and several others who do this for a living) would be shocked if he didn't leave several camps this summer with an offer.

). The RB and WR (Deeter and Battiston were their names) all keyed off of Evans running the offense. Evans has shattered all the passing records, and he is only a junior. Up until recently, I thought that Evans was a better DB prospect, but I am starting to come around about him at QB.
