Reading all of that stuff, it is not clear to me that Howard had to take the more rigorous test. Further, Day seems to say that Howard told him he was okay after some kind of assessment...

Not necessarily. I've had 8 in my life and never had light sensitivity. Symptoms vary across individuals and across levels of severity. Light sensitivity can be a symptom.
