Totaly agree. If anything they are able to make some money without breaking the law. Not sure what the law is in Austin but many cities have laws against homeless begging for money. this way they are selling a service, thus within the law.

The problem with roundabouts is it causes people to have to look ahead and have to think and plan before they get to the roundabout which since they are to busy texting, while driving they can't do.
