Yes those would be functional neutral site games. I mean I would still lean towards those games not being true "neutral sites" (home game for Rutgers or Maryland). I guess what I mean by that is that I wouldn't see those type of games as recurring match ups which is what I pictured based on...

Dumb, the major problem being that not all disabled students at a school are going to be disabled in the same way ala a single sport isn't going to suffice to fit their needs. Schools just aren't going to be able to afford this.

I think this is more of a factor of having a better ticket support structure set up through ticketmaster where they can relist unsold/returned tickets easily...coupled with the fact that it's poorly advertised and the average buckeye fan probably wouldn't think that you could go to ticketmaster...
