Edit - upon further reflection... never mind... the question mark should be outside the quotes in this case...

Well, they both can be correct, but the proper use of quotation marks would have to depend on what is actually being quoted and how. If you were quoting my statement, then this - "Don't you mean 'weird'?" would technically be correct. Grammatically speaking, my above statement was proper. Sorry, Peaches...but at least you realized the error of your ways...
