The man wasn't great, he was flawed. The character is one everyone remembers - over the top, maybe a little cheesy, but as the X post says, at the time it was PERFECT. You hear the music and you immediately have an image of Hogan. Most guys my age pretended to be him at some point in front of a mirror. He was essential in taking what was a very regional pseudo-sport promotion and make it into a multi-media powerhouse that is worth literal billions.
Maybe others have had higher peaks, but no one has or will have the lasting impact Hulk Hogan had on both the pro wrestling business but also media and pop culture in general. And for a lot of us who are Gen X, this was a part of our childhood passing on.
