From the 9/15 press conference transcript:

Jonathan Thoma and Andrew Moses will begin being on scholarship this fall and then in the winter, because some guys are, again, graduating this fall, we're allowed to replace and they don't count in your numbers formula and all that stuff, Ryan Schuck, Joe Gantz and Tom Ingham are going to be able to be added to scholarship
